Publication of Local Plan Sites Document and Policies Map
The Local Plan Sites Document and accompanying Policies Map have now been published for a formal six week period of consultation. The documents and supporting documents can be viewed on the Publication of Local Plan Sites Document and Policies Map page. Guidance notes on how to make representations, together with a representation form are also available.
Local Plan Sites Document and Policies Map
A special meeting of Ryedale District Council's Planning Committee will be held on 11 October 2017 to consider the allocation of specific sites for development in the District to meet development requirements to 2027 and site specific protection policies. The recommendations of the Committee will then be considered by Full Council on 12 October 2017.
If agreed, the Local Plan Sites Document and Policies Map will published for formal public consultation before being submitted to the Government for independent examination in early 2018. The committee report and appendices are on the Local Plan Sites Document page.
Sites Consultation 2015 - Closed
Ryedale District Council is consulting on preferred sites in the Service Villages and potential option sites in the Market Towns. The consultation is running from 2 November to 14 December.

We will also be undertaking targeted consultation on the preferred sites in Malton, Norton and Pickering in the light of the findings from the consultation and further information, and on site specific protection policies.
Local Plan Sites Document
These are the current timescales for the preparation of the Local Plan Sites Document:
Consultation on sites – November - December 2015
Please refer to the Local Development Scheme for the time-frame of the production of this document.
The Sites Document will principally identify and allocate land for new housing, employment and (where necessary) retail development in accordance with the Local Plan Strategy. It will be accompanied by proposal maps which set out development limits and town centre commercial limits, as well as numerous other designations. Sites in Helmsley are considered under the adopted Helmsley Plan.
Site Selection Methodology
The Council has now finalised the Site Selection Methodology (SSM) which is intended to inform the selection of sites for allocation through the Local Plan Sites and Helmsley Plan Development Plan Documents. This is an objective assessment based on securing development which best meets the objectives of the Ryedale Plan and associated Sustainability Appraisal objectives, and in the case of Helmsley the Objectives of the North York Moors National Park Core Strategy and Sustainability Appraisal. It is a tool for Officers to objectively assess sites submitted to the Council to enable informed choices to be made on the selection of sites.

A report was taken to the Policy and Resources Committee meeting held on Monday, 14 February 2013 to finalise the SSM, which included a small number of changes which were reflect the representations made on the SSM, and the progress of the Local Plan Strategy through Examination.
Note: We have noted an incorrect figure in the accessibility questions. The last isochrone, which is currently 'over 20 minutes', should read 'over 15 minutes' this is applicable to all the accessibility questions.
Land Submissions - Approximately 600 sites have been put forward by landowners and agents for potential development in Ryedale to date. The Council is now undertaking assessment of the sites submitted as part of the preparation of the Local Plan Sites Document. The Council has made a deadline for the submission of any further sites. Sites submitted after Thursday, 28 February 2013 will not be taken forward through this process and the onus will be on proposers of the site to undertake the work needed to progress additional sites. This will of course become more difficult as time progresses as public and stakeholder consultation will have taken place, and strategic technical material is prepared. Site proposals will need to demonstrate that their site is better than a site which becomes preferred by the Council.
On-going consultation on the sites
As part of preparing the plan, we need to 'allocate' land for new types of housing, employment and retail development. As part of this we have invited landowners, agents and developers to put forward land for potential development in the future.
The sites submitted to date are available to view below. Only a fraction of these will actually be needed, so there are choices to be made about where this development should go. The Site Selection Methodology and consultation as part of the Sites Document will guide the choices of allocations.

DISCLAIMER (DISCONTINUED SITES)
The Council has asked submitters of sites within the Parishes of Service Villages to consider their site submissions through the Local Plan Strategy and Site Selection Methodology. As a result of this, some sites are being discontinued through the allocations process by the landowner. Please note that such sites will still remain displayed on the parish maps, and individual maps, but the words 'DISCONTINUED SITE' will be displayed next to the link on the individual site map, and in due course a list of such sites will be displayed of "Sites Which are Not Being Taken Forward by Landowners".
